Howard serves as Director of Advancement and Public Relations at East Central Tech. Prior to joining the East Central Tech staff in 1985, he was general manager of WSIZ Radio.

His duties include coordinating and managing the East Central Tech Foundation. This includes interaction with a twenty member Foundation Board of Directors, and careful management of the Foundation's over $1 million in assets. He is involved in all fundraising activities for the school, including capital campaigns and special events. Howard also supervises the public relations activities of the school.

Howard attended South Georgia College and Elkin Institute of Technology. He holds a First Class Radio Telephone License. He is a member of the National Council for Resource Development, the Georgia Council for Resource Development, and an honorary Jaycee. He received the Humanitarian of the Year by the Institute Foundation, and he is a featured speaker at civic and service clubs throughout the state of Georgia.
